Former school aide among 28 indicted by Jefferson County grand jury (2024)

CHARLES TOWN — A Jefferson County grand jury wrapped up its spring session on Thursday, releasing a list of 28 people indicted.

Among those indicted was Prinsea Rolanda Star Hill, a former aide at C.W. Shipley, who has been indicted for allegedly hitting a child with a disability at the school. If found guilty, she could face between one and five years in prison.

According to a statement from Jefferson County Schools Superintendent Dr. Chuck Bishop, the investigation began after a staff member saw Hill hit a disabled child and then reported it to school administration and law enforcement. She was put on leave, pending the outcome of the investigation, before being fired on April 8.

“I want to thank the staff and administration at C.W. Shipley for immediately doing the right thing and reporting what they saw,” Bishop wrote. “It takes all of us to provide our students with the safest learning environment we can.”

Also included in the list was David Bernhard Gills, 18, of Leetown, who was arrested after firing a gun at Sgt. Vincent Tiong, of the Jefferson County Sheriff’s Department, hitting the door of his cruiser.

Gills has been indicted on 25 different charges, including attempted first-degree murder.

“I thank God that Sgt. Tiong came out of the life-threatening incident unscathed,” Jefferson County Sheriff Tom Hansen said. “Sgt. Tiong showed the utmost professionalism in how he handled events from the onset. While being shot at, he was not only able to keep his wits about him but was able to transmit all the vital information needed to begin the manhunt but kept bystanders’ safety in consideration by not returning fire as there was passing traffic.”

The full list of indictments includes:

Christopher Brian Ridenour was indicted on charges of breaking and entering and DUI.

Brayden Lynn Karn, a 24, of Hagerstown, Maryland, was indicted on charges of fleeing DUI, fleeing with reckless indifference and obstructing.

Ilyas Akhmedov, 41, of Hagerstown, Maryland, was indicted on a charge of grand larceny.

Douglas Edward Marek was indicted on charges of conspiracy and possession with intent to deliver methamphetamine and suboxone.

Ashley Cheri Myers was indicted on charges of conspiracy and possession with intent to deliver methamphetamine and suboxone.

Michael Anthony Howell, 42, of Charles Town, was indicted on two counts of fraudulent use of an access device.

Eric Joseph Dekenipp was indicted on charges of burglary and petit larceny.

Miguel Wallace Jamie, 35, of Kearneysville, was indicted on charges of burglary and grand larceny.

Anthony Maurice Graves was indicted on charges of grand larceny, fleeing on foot and conspiracy.

Tyrone Cornell McCaffity was indicted on charges of grand larceny, fleeing on foot and conspiracy.

Marlon Jermaine Twyman, 52, of Charles Town, was indicted on charges of possession with intent to distribute a schedule II narcotic.

David Bernhard Gills, 18, of Leetown, was indicted on charges of attempted first-degree murder, five counts of attempted malicious assault of a law enforcement officer, five counts of wanton endangerment involving a firearm, use of a firearm during the commission of a felony, transportation of a controlled substance into the state, possession with intent to distribute fentanyl, destruction of property, carrying a deadly weapon under 21 without authorization, fleeing on foot, petit larceny, violation of a personal safety order, speeding and five counts of shooting across a roadway.

Robert Ivey Santymire II, 47, of Ranson, was indicted on a charge of embezzlement.

Esther Marcella Irving, 40, of Harpers Ferry, was indicted on charges of breaking and entering, petit larceny and conspiracy.

Robert Lee Irving, 40, from Summit Point, was indicted on charges of breaking and entering, petit larceny.

Lawrence Anthony Morris was indicted on charges of possession with intent to deliver a schedule I controlled substance, transporting a controlled substance into the state and conspiracy.

Jennifer Lynn Johnson was indicted on charges of possession with intent to deliver a schedule I controlled substance, transporting a controlled substance into the state and conspiracy.

Brian Corey Harding, a 34-year-old from Kearneysville, was indicted on a charge of shoplifting (3rd offense).

Cody Dorian Fox, 26, of Charles Town, was indicted on charges of strangulation, domestic battery, unlawful restraint, malicious assault on a law enforcement officer, two counts of disarming a law enforcement officer and obstructing.

Gabrielle Delaney Samara Roberts was indicted on charges of wanton endangerment involving a firearm and conspiracy.

Casey Corrine Bracket, 41, of Charles Town, was indicted on charges of first-degree robbery, burglary, assault during the commission of a felony, malicious assault and conspiracy.

Franklin Pittman Corder was indicted on charges of first-degree robbery, burglary, assault during the commission of a felony, malicious assault and conspiracy.

Richard Travis Burger was indicted on charges of driving while license is revoked for DUI (3rd offense) and fleeing in a vehicle from a law enforcement officer.

Terrance Tony Lane was indicted on charges of possession with intent to deliver a schedule I controlled substance and transporting a controlled substance into the state.

Myron Woods II was indicted on charges of possession with intent to deliver marijuana and conspiracy.

Javonte Frazier Lyle was indicted on charges of possession with intent to deliver marijuana and conspiracy.

Matthew David Snyder was indicted on charges of first-degree arson, burning insured property and destruction of property.
